Colorado repeals its AI Act before it starts, replaces it with lighter ADMT law

Colorado enacted SB 26-189, repealing the 2024 Colorado AI Act, whose start date had already slipped from February to June 2026, before it took effect. The replacement drops the risk-management programme and impact-assessment duties and instead requires developers to document automated decision-making technology for deployers, and deployers to notify people and explain adverse decisions in employment, education, lending, housing, insurance and health care from 1 January 2027.

Why it matters

The first US comprehensive AI-discrimination law was gutted before taking effect, moving US hiring-AI regulation toward notice-and-explanation rather than audits.
