California bans AI-only firing and requires notice of AI-driven mass layoffs

Governor Newsom signed SB 947, the 'No Robo Bosses Act', barring employers from relying solely on automated decision systems to discipline or fire workers and requiring human corroboration and notice, from 1 July 2027. He also signed SB 951, adding AI-caused mass layoffs to Cal/WARN notice duties and ordering a state study of AI's workforce impact, plus AB 1883 limiting emotion-inference and neural-data workplace monitoring.

Why it matters

California is the first US state to put human control over AI-driven termination into law, setting the template unions are pushing elsewhere.
