White House sends Congress AI framework calling for preemption of state laws

Delivered under EO 14365, the legislative recommendations ask Congress to preempt 'unduly burdensome' state AI laws while preserving state rules on child protection, fraud, zoning and states' own AI procurement. They also call for age assurance and parental controls for minors, no new federal AI regulator, regulatory sandboxes, and leave the fair-use question on AI training to the courts.
