US moves UAE into top export tier, opening licence-free AI chips to approved users

A BIS rule effective 10 July (published 14 July) moved the UAE into Country Group A:5 and out of D:3 and D:4. Advanced computing items (ECCNs 3A090 and 4A090) can go licence-free only to listed approved entities: UAE government agencies, G42 and Core42 (approval expiring 6 Apr 2027 unless renewed), and Amazon, Apple, Google, Meta, Microsoft, OpenAI, Oracle and xAI.

Why it matters

It codifies the approved-entity model for exporting the US AI stack to partners, and lawyers expect it to be the template for any other Gulf or strategic partner given similar treatment.
