OMB replaces Biden-era rules with new memos on federal AI use and AI buying
OMB Director Russell Vought issued M-25-21 and M-25-22, replacing the 2024 federal AI guidance. Agencies must name Chief AI Officers within 60 days, publish AI strategies within 180 days and apply minimum risk practices (pre-deployment testing, impact assessments, human oversight, appeal routes) to 'high-impact' AI within 365 days, while M-25-22 rewrites how agencies contract for AI.
