California enacts SB 53, first US state law on frontier AI transparency

Governor Gavin Newsom signed the Transparency in Frontier Artificial Intelligence Act, which requires large frontier developers to publish a framework for managing catastrophic risk and to report critical safety incidents to the Office of Emergency Services. It adds whistleblower protections, civil penalties enforced by the Attorney General and a public compute consortium, CalCompute; obligations started on 1 January 2026.

Why it matters

It set a disclosure-based template (rather than licensing or audits) that New York and others then copied, and binds every major US lab headquartered or selling in California.
