China's State Council commits to speeding up a comprehensive AI law in 2026 plan

The State Council's 2026 legislative work plan (Guobanfa [2026] No. 14, published 14 May) pledges to 'accelerate comprehensive legislation on the healthy development of AI', covering data, compute, algorithms, IP, network and supply-chain security, and rules for key application scenarios. No draft text had been published as of early October 2026.
