The State Council's Opinions on Deeply Implementing the 'AI+' Action (Guofa [2025] No. 11, dated 21 August, published 26 August) set targets of over 70% penetration of intelligent terminals and agents by 2027 and over 90% by 2030, with an 'intelligent society' by 2035. It covers six areas: science, industry, consumption, public welfare, governance capability and global cooperation, with emphasis on open-source ecosystems.
