Japan's Cabinet adopts second AI Basic Plan, prioritising vertical and physical AI

PolicyGovernmentJPConfirmed

Seven months after the first plan under the AI Promotion Act (23 December 2025), the Cabinet adopted a revised AI Basic Plan with four pillars: faster AI deployment, stronger development capability, leadership in governance, and an AI-powered society. It pushes generative AI across national and local government, treats compute and energy as national infrastructure, backs trustworthy domestic foundation models and commits to annual updates, but sets no numeric targets in its summary.

Why it matters

Japan is steering AI through promotion plans and government adoption rather than binding duties, so the plan is the main signal for businesses and suppliers.
