Brazil's electoral court sets AI rules for 2026 elections, incl. 72-hour deepfake ban

TSE Resolution 23.755 requires campaign content made or altered with AI to state that it is synthetic and which technology was used, and bans new synthetic content using candidates' image or voice from 72 hours before voting until 24 hours after, even if labelled. AI systems may not rank candidates, recommend votes or generate sexualised deepfakes of candidates, and courts can shift the burden of proof where manipulation is hard to show.
